Joint Housing Land Availability Studies

All local Planning Authorities in Wales have to ensure that sufficient land is available or will become available, for a 5 year supply of housing land. National Planning Policy (Technical Advice note 1) requires each Authority to prepare a JHLAS every year.

The studies are part of the evidence base for Local Development Plans and they provide a statement of Housing Land Availability for Development Control and where an insufficient supply is identified, outline what the Authority is doing to address this shortfall.

The studies also provide information on housing completion, availability of previously developed land and sites subject to flood risk.  Until 2011, the Joint Housing Land Availability process was administered by the Welsh Government.
