From this month, a new team of Recycling Education and Enforcement Officers will be on hand to help households struggling with excess purple-lidded bin waste. 

They will provide recycling advice and information to residents who overfill their bins or put out additional rubbish bags.  

The team will speak to the residents and provide information as part of a four-stage 'Keeping Up with the Joneses' process of education and enforcement.  

If the issues persist, they will be issued with a letter, followed by a second and ultimately a Fixed Penalty Notice. 

The aim is to support residents to increase the amount they recycle to help meet Welsh Government recycling targets and tackle climate change. 

Councillor Sue Morgan, Executive Member for Sustainability and Waste, said: “We know many residents want to do the right thing when it comes to recycling, but some people struggle and there may be genuine reasons why some people have extra black bag rubbish. 

“By talking directly to residents, our officers will be able to offer support and guidance to help residents reduce their rubbish and recycle more. 

“However, residents who continue to present excess waste and don’t recycle, even after advice and letters have been given, will be issued with a fine.”
