Council chief executive Stephen Vickers has apologised for delays to waste and recycling collections over the past few days.
In a statement, Mr Vickers said staff were working hard to ensure the service returns to normal as soon as possible.
Mr Vickers said: "We apologise to our residents for significant delays to waste and recycling collections over the past few days.
"There has been some speculation that waste staff are participating in industrial action, but we can confirm that this is not the case.
"We acknowledge that there has been a breakdown in communication and trust between waste management and staff.
“We are actively working to address these issues and are working hard to return the service to normal as soon as possible.
"We are prioritising collections of purple-lidded bins and household recycling collections in the areas that have been missed. To help this, we have decided to suspend green waste collections this week.
"Residents are asked to leave any missed collections out and to not present green bins.
"Again, we sincerely apologise for any inconvenience caused."
The Household Waste Recycling Centre, in New Inn, is operating normally.
