Panel Performance Assessment

Under the Local Government and Elections (Wales) Act 2021, Welsh councils are required to commission a Panel Performance Assessment (PPA) at least once during each electoral cycle. This independent review evaluates how effectively the council is fulfilling its duties, including delivery of its functions, use of resources and governance arrangements in place. The aim is to support councils in becoming self-improving organisations through constructive external challenge.

The PPA process involves three key stages: Preparation, Assessment, and Follow-up. Councils must appoint a diverse panel, including independent and peer members, and provide relevant documentation. The panel conducts interviews, reviews evidence, and presents findings both verbally and in a written report. Councils must then respond formally to the report, outlining any actions they intend to take.

PPAs are designed to complement other statutory duties such as the Well-being of Future Generations (Wales) Act 2015 and the Equality Act 2010. They are not inspections but are intended to foster learning, transparency, and improvement. Councils are encouraged to use the findings to enhance their strategic planning and service outcomes.

The final report and council response must be published and shared with key stakeholders, including the Auditor General for Wales and Welsh Ministers. This ensures accountability and promotes a culture of openness and continuous improvement across Welsh local government.

Torfaen Council undertook its Panel Performance Assessment in April 2025. The review looked closely at some of the most important changes the Council is implementing. This included how it works together with Blaenau Gwent Council, its “Communities and Marmot” approach to improving health and wellbeing, and its efforts to help people early, to prevent problems getting worse.
