Schedule of Member Remuneration
As of the 2012/13 financial year, the Independent Remuneration Panel for Wales (IRPfW) requires each Local Authority in Wales to produce, publish and maintain an annual Schedule of Member Remuneration.
The Schedule must contain the following information:
- Named members who are to receive only the Basic Salary.
- Named members who are to receive Band 1 and Band 2 Senior Salary, the office and portfolio held and the amount to be paid
- Named members who are to receive Band 3 and Band 4 Senior Salary, the office and portfolio held and the amount to be paid
- Named members who are to receive the Co-opted Member fee and whether chair or ordinary member
Any amendments made to the Schedule during the year must be communicated to the Panel as soon as it is practical.
The Schedule must confirm that the maximum limit of Senior Salaries set for the council has not been exceeded and must also include a statement of allowable duties for which members can claim for care, travel and subsistence expenses. It should also include whether:
A statement of the basic responsibility of a councillor is in place
Role descriptions of senior salary office holders is in place
Records are kept of councillor attendance
Records are kept of any councillor activity
Annual reports are prepared by councillors, and published on the council website.
