- If you leave your vehicle idling when you are stationary you are contributing to air pollution. The Road Traffic (Vehicle Emissions) (Fixed Penalty) (Wales) Regulations 2003 (the regulations) enable local authorities in Wales to issue fixed penalty notices to drivers who allow their vehicles to run unnecessarily while stationary. These regulations came into force on 1st May 2003.
