Man fined after van parts dumped in car park

A man has been fined for failing to assist with a fly-tipping investigation after the front section of a vehicle was abandoned in a Blaenavon car park. 

A witness reported seeing a Ford Transit flatbed lorry dumping the parts - believed to be from a van - at a public car park, in Ty Mynydd Close, in November 2024.

An investigation showed Philip Frost, from Wedgewood Court, in Caerphilly, was the registered owner of the lorry. 

Officers from the council’s Public Protection service wrote to Mr Frost on two occasions asking him to explain why a vehicle registered to him was involved in the incident.

When he failed to respond, he was issued with a notice under Section 108 Environment Act 1995, which legally required him to provide information relating to the incident.

On Thursday, Mr Frost was prosecuted at Cwmbran Magistrates' Court for failing to comply with the legal notice and found guilty in his absence. 

He was ordered to pay a £1,100 fine, a £440 victim surcharge and council costs of £1003.52, totalling £2,543.52.

Daniel Morelli, Head of Public Protection, Economy and Environment, said: "We hope this sends a clear message to anyone who thinks that by ignoring our enquiries into fly-tipping, the matter will just go away.   

"We have powers to legally require people to answer questions where we believe they have information that can help. This demonstrates how seriously the council and the law takes fly-tipping in our communities."
