Cwmbran Drive Active Travel Improvement Study

WelTAG Stage One and Two Study

On behalf of Torfaen County Borough Council, Capita Real Estate and Infrastructure is undertaking a study exploring an opportunity to improve pedestrian and cycle crossing facilities across the A4051 Cwmbran Drive.

The A4051 Cwmbran Drive is a principal route that runs through the town of Cwmbran, effectively separating the town into two parts (east and west). The majority of Cwmbran Drive is subject to a national speed limit, which is reduced to 40mph and 30mph on the approaches to the roundabouts and new housing developments. Being a major road, Cwmbran Drive carries significant volumes of traffic, which combined with high speeds and lack of crossing facilities creates difficulty for pedestrians and cyclists to cross at busy times of day.  The project will therefore aim to address this problem through the development of safe crossing facilities at the following four locations:

  • The A4051/Avondale Road/Bevan’s Lane five-arm roundabout (Bevan’s Lane Roundabout)
  • The A4051/Greenforge Way four-arm roundabout (Sainsburys/B&Q Roundabout)
  • The A4051/Llantarnam Park Way/Hollybush Way four-arm roundabout (Hollybush Way Roundabout)
  • The A4051/A4042/Newport Road four-arm roundabout (Rougemont Roundabout)

WelTAG studies are an essential part of major transport projects in Wales to help decide which are the most appropriate solutions to develop and important in the support of bids to Welsh Government for funding grants to complete the works. Larger projects such as this one are usually progressed over several years from concept through to detailed design and are then dependent on the approval of funding from Welsh Government for the construction phase.

The purpose of this first round of public consultation is to seek your views on the long list of options to understand the types of intervention you consider appropriate. Your opinion will be accounted for in selecting the better performing option to be taken forward for further appraisal in Stage Three (detailed design).
