Councillors have approved the council’s work programme for the next financial year – the first developed in line with the new Torfaen Deal.
The 2026/7 Delivery Plan outlines key activities and measures towards the achieving the well-being objectives set out in the five-year County Plan.
It also demonstrates how council teams will work with communities and partners to meet the Deal’s five missions: building bright futures; lifelong learning, ambition and resilience; well-being through community leadership; thriving economy and vibrant places and empowered communities and shared power.
Examples include plans for two community resilience groups to respond to emergency incidents like flooding; support for 40 clubs to develop facilities and provide grassroots sport, and a new volunteers programme.
The Deal will be delivered in accordance with five principles developed by the Torfaen Citizens' Assembly:
- Working with and for communities
- Building trust through accountability and communication
- Empowering communities and encourage collective responsibility
- Minimising barriers to participation
- Pursuing environmental sustainability
Chief Executive Stephen Vickers said: “This year’s Delivery Plan is particularly important because it begins to show the council will work differently with our communities through our Torfaen Deal.
“The Deal is not separate from the County Plan - it is the way we will deliver its ambitions by aligning culture, systems and our service models with our well-being objectives.
“The County Plan sets out what we want to achieve and the Deal shapes how we will work with our communities, businesses and partners to achieve it.”
The plan is supported by the council’s 2026/7 budget and will be delivered alongside the council’s business-as-usual services, such as adult and children's services, education, waste and recycling, highways maintenance and public protection.
The delivery plan’s progress will be monitored by officers quarterly, and a six-month report will be provided to councillors.
