The council owns and operates more than 100 buildings.
The term decarbonisation means stopping emissions of carbon dioxide into the atmosphere.
Our decarbonisation programme focuses on four “Deeds”:
- Decarbonisation
- Electrification
- Efficiency and
- Digitalisation
These four good “Deeds” work in combination to reduce the carbon emissions and overall cost of building operations.
Since 2019/2020, we’ve reduced carbon emissions from our buildings by 40 per cent.

What are we doing?
- We’re investing in improving the efficiency of our buildings, including schools.
- Energy efficiency measures installed in 23/24 reduced our energy consumption and generated savings of £374,000 on our energy bills.
- In 2024 we installed Solar PV panels on 15 council buildings.
- We’ve supported the Torfaen Leisure Trust to reduce their energy bills by investing in £700,000 of energy efficiency measures.
- In December 2024 Cabinet approved a new programme of energy efficiency works that will reduce our buildings carbon emissions by a further 10 per cent.
