Are you Keeping up with the Joneses?

Posted on: Monday 15 September 2025

From this week, a team of recycling education and enforcement officers will be visiting communities to help households struggling with too much purple-lidded bin waste.

The six-strong team will be distributing a new Keeping Up with the Joneses booklet and speaking to residents to give advice about how to reduce their rubbish.

They will also monitor purple-lidded bin waste and contact any households whose bins have been overfilled or have additional rubbish bags next to them.

Anyone struggling to reduce their waste will be given help and support.

However, if no changes are made they could be issued with a warning letter and ultimately a £100 Fixed Penalty Notice.

Councillor Sue Morgan, Executive Member for Sustainability and Waste, said: “We know many residents want to do the right thing when it comes to recycling, but some people struggle and there may be genuine reasons why some people have extra black bag rubbish.

“However, research shows the majority of items thrown out as rubbish could have been recycled as part of our weekly kerbside recycling service.

“By talking directly to residents, our officers will be able to offer support and guidance to help residents reduce their rubbish and recycle more.”

The campaign will initially target areas with high levels of purple-lidded bin waste.

The aim is to raise recycling in line with Welsh Government targets and help meet net carbon zero goals.

In a Raise the Rate survey in 2023, 56 per cent of residents said they would support enforcement action being taken against those who do not recycle.
