Consultation on draft Additional Learning Needs and Education Tribunal (Wales) Bill

The National Assembly for Wales’ Children, Young People and Education Committee is undertaking a consultation on the draft Additional Learning Needs and Education Tribunal (Wales) Bill.

The Welsh Government published the draft Bill on 6 July 2015. In addition, to support the draft Bill, the Welsh Government on 30 September also published an early working draft of a proposed Additional Learning Needs Code, along with an outline implementation plan.

Aims of the draft Bill

The draft bill is published on the Welsh Government website. The draft Bill sets out proposals for a new legal framework for supporting children and young people, aged 0-25, who have additional learning needs (ALN). The new system would replace the existing legislation surrounding special educational needs (SEN) and the assessment of children and young people with learning difficulties and/or disabilities (LDD) in post-16 education and training.

The Draft Bill, Draft Code and draft implementation plan are now available on the Welsh Government website.
