All councils are required to produce a Local Development Plan (LDP) to guide the development and use of land over a 15-year period.
The council adopted its current Local Development Plan in 2013. It was reviewed in 2017 and decided that a revised plan was needed. Read the Torfaen LDP Review Report (opens in new tab) .
A Joint Local Development Plan is being developed with Blaenau Gwent Council.

The existing LDP will continue to provide the policy framework for the determination of planning applications until it is replaced by the new plan.

Annual Monitoring Report
The Annual Monitoring Report (AMR) is used to assess the extent to which the LDP is achieving its objectives. It has two primary roles; firstly to consider whether the policies identified in the monitoring process are being implemented successfully; and secondly to consider the plan as a whole against all of the information gathered to determine whether a complete or partial review of the plan is necessary. The Council are required to prepare the LDP Annual Monitoring Report covering the preceding financial year and submit it to the Welsh Government by 31 October each year.
