A woman has been ordered to pay more than £1,800 for failing to help the council with an investigation into fly-tipping.

Jenna Morgan, 41, from Sebastopol, was fined £660, ordered to pay £888 costs and a surcharge of £264 by Cwmbran Magistrates’ Court.

Miss Morgan was prosecuted under Section 108 of the Environment Act 1995 for failing to assist the council with its enquiries, following a fly-tipping incident in Cwmbran.

A report was received from the public in January 2025, regarding seven bags of rubbish found dumped in Oakfield Road, which contained household waste.

Miss Morgan’s details were found and enquiries were made to try to clarify the circumstances but she failed to respond.

She was issued with a legal notice under Section 108 of the Environment Act 1995 requiring her to take part in an interview but she failed to attend.

As a result, Miss Morgan was prosecuted for failing to comply with the requirements of the Section 108 notice. She failed to attend the Cwmbran Magistrates' Court hearing in October, but the offence was proven in her absence.

Councillor Mandy Owen, Executive Member for the Environment, said: “Not complying with a Section 108 legal notice to assist an investigation is an offence and we will use our legal powers where appropriate to enable our officers to effectively execute their duties."

You can report fly-tipping via the council website or the MyTorfaen app.
