Economy and Environment works to provide a clean, green and sustainable environment and prosperous economy or residents and businesses in Torfaen. Our skilled and experienced staff are the backbone to public services in the borough.

The Strategic Director for Economy and Environment is Rachel Jowitt.

The service is divided into five main areas:

  • Highways, climate change and energy
  • Planning and development
  • Public protection
  • Recycling and environment

Economy, assets and property

Gareth Beer is the Head of Economy, Assets and Property and has responsibility for:

  • Asset management
  • Strategic economic development and external funding
  • Property maintenance and construction

Highways, climate change and energy 

Mark Thomas is Deputy Director Highways and Climate Change and has responsibility for:

  • Climate change and energy
  • Civil engineering consultancy
  • Fleet management
  • Highway development control
  • Highways maintenance
  • Traffic management, parking enforcement and road safety
  • Transportation and active travel
  • Winter maintenance, street lighting and flood

Planning and development

Richard Lewis is Head of Planning and Development and has responsibility for:

  • Building control
  • Development control / planning applications
  • Forward planning
  • Planning enforcement

Public Protection

Daniel Morelli is Head of Public Protection and has responsibility for:

  • Animal and pest control
  • Commercial standards
  • Community protection
  • Food health and safety enforcement
  • Housing, pollution enforcement and statutory nuisance e.g. noise
  • Licensing (taxi, public entertainment, theatre, alcohol, lottery, street collections and the new Gambling Act etc)
  • Weights and measures

Recycling and environment

Simon Anthony is Head of Recycling and Environment and has responsibility for:

  • Allotments
  • Cemeteries
  • Countryside
  • Streetscene services, e.g. litter picking and grass cutting
  • Ecology and biodiversity including local nature reserves
  • Parks
  • Trees
  • Recycling and waste services
