Parking Fines

Penalty Charge Notices are issued on any vehicle parked in any free car park in breach of the car park order. 

These are separate from Fixed Penalty Notices that are issued for criminal offences by the police and traffic wardens who enforce any on-street parking offence. 

How much are Penalty Charge Notices and how do I pay? 

The charge applies to Council owned car parks and costs £60. This is discounted to £30 if paid within 7 days of issue. 

You can pay your Excess Charge Notice in a number of ways: 

  • Online - You can 'Pay a parking fine' online via the online payments area of the website. This service is available at all times.
  • By telephone  - Torfaen’s automated payment service accepts debit card payments 24 hours a day, seven days a week. The telephone number is 0300 4560516 (calls are charged at local rate). Alternatively, if you wish to speak to a Customer Services Officer to make your payment, the telephone number is 01495 762200. Call Torfaen is open between 8am & 6pm (Monday to Friday). 
  • In person - by cash, cheque or debit card at Pontypool Customer Care Centre. 
  • By post - please make your cheque or postal order payable to Torfaen County Borough Council. Enclose both copies of this notice with your payment, write the PCN reference number on the back of your cheque and send it to: The Director of Finance, Torfaen County Borough Council, Civic Centre, Pontypool, NP4 6YB. Do not send cash through the post.

The Process 

A parking attendant issues a Penalty Charge Notice by fixing it to the vehicle or handing it to the driver. 

The charge is £60, payable within 14 days, or discounted to £30 if paid within 7 days. 

Payment methods are detailed on the reverse of the Penalty Charge Notice. 

The notice can be challenged. All appeals must be received within 14 days of the date of the notice. 


Appeals must be sent to: 

Highways & Traffic Group, Highways & Transportation Division, Neighbourhood Services, Torfaen County Borough Council, Ty Blaen Torfaen, Panteg Way, New Inn, Pontypool, Torfaen, NP4 0LS.

We will respond to you in writing with the result of your appeal. If an outstanding charge is not paid within 14 days, a reminder will be sent to the registered keeper and the full £60 will be payable. 

The registered keeper of the vehicle is liable for payment of the Penalty Charge Notice. 

If the keeper then fails to pay the penalty charge he will receive a final reminder letter prior to enforcement agent action and legal action. 

The keeper must declare any change of ownership, in writing, to the Council immediately following receipt of the first reminder letter. 

Disabled Blue Badge Holders 

Blue badge holders are reminded to park in accordance with the guidance issued with the badge. Please ensure that your badge is displayed correctly when required. 

Disabled badge holders are not exempt from all provisions of the car parking order.
