Coming soon - Public access to planning applications and documents

From autumn 2016, all planning applications will be accessible through the Torfaen website and will include a facility whereby representations can be submitted online.

Changes coming into force for Pre-application Advice 16 March 2016

From 16 March 2016, all local planning authorities across Wales will be required to provide a statutory pre-application service. The relevant legislation for this is The Town and Country Planning (Pre-application Services) (Wales) Regulations 2016. This service will replace the Council’s existing discretionary pre-application service. The service is available to those who are considering making a full or outline planning application or an application under Section 73 of the Town and Country Planning Act 1990 (removal or variation of a planning condition).

Charges and Formal Application Procedure coming into force for Non-material Minor Amendments (as of 1 September 2014)

New regulations have been passed by Welsh Government to formally assess and determine so called 'Minor Amendments' to Planning Decisions. Applicants who wish to alter or correct small errors with their approved schemes will now (from 1 September 2014) have to do so on an official form as with any other type of permission or consent. A fee is also payable in most instances, and this varies between householder and other types of applications, though some exemptions apply.

Town and County Planning Act 1990 – Section 78

Appeal by Glamorgan Power Company Ltd

Proposed scheme: Land Reclamation and Coal RECOVERY, Land at Varteg Hill, Varteg, Pontypool

On 22nd November 2013, the Welsh Government Minister for Environment and Sustainable Development dismissed an appeal under section 78 of the Town and Country Planning Act 1990 and refused to grant outline planning permission (Ref No. 04/P/09210) for development comprising a land reclamation and coal recovery scheme to produce some 256,000 tonnes of coal for a duration of less than 4 years at land at Varteg Hill, Varteg, Pontypool. Accompanying this document are the Annex to Welsh Minister's Letter and Inspector's Report (2012), which should be read in conjunction with the decision letter.

The applicant resubmitted the scheme in November 2014 ( Ref. No. 14/P/00637) and details of the application, which is based on the proposal previously determined at appeal can be viewed here -
