Covid-19 disruption to Planning and Building Control Services

How do I contact the Planning Service?

Most staff are working from home and contactable by their normal contact details.

Please note that it may take longer than normal to respond to enquiries during this time and we thank you for your patience.

My application was scheduled to go to a Planning Committee, what is going to happen now?   

Planning Committees have been suspended until further notice and any applications currently awaiting determination by Planning Committee will be delayed.  However, we are expecting new Regulations and/or guidance from Welsh Government shortly regarding interim arrangements for planning committees.  Where possible applications will be determined by planning officers, under powers delegated to them by the Council’s Constitution. Please contact your case officer to discuss the progress of your application.

I have submitted a planning application which is waiting to be decided.  Will it still be considered within the statutory 8-week period?

Yes, where circumstances allow. If this is not possible, the planning case officer will contact you directly to discuss.

Can I still submit a planning application?

Yes, the Council is still accepting applications, but only electronically via the Planning Portal www.planningportal.co.uk or via email to planning@torfaen.gov.uk   

You can pay the application fees here (select the Planning and Development shop)

If you experience a problem using the website, please contact Call Torfaen on 01633 648009.

Any applications received via post is unlikely to be progressed at this time.

Can I still comment on planning applications?

Yes. Comments can be submitted online via the Councils Planning Public Access System or via email to planning@torfaen.gov.uk  quoting the planning reference for the application.

Will Planning Officers still be making site visits?

No site visits are being carried out by planning officers.

Pre-application advice

Where possible we will continue to provide a pre-application advice service, but will not visit the site nor have face to face meetings.  Responses may be delayed.

Enforcement

Please submit all enforcement complaints by email to planning@torfaen.gov.uk

Whilst we will do our best to deal with complaints, there is likely to be a delay unless they are considered to be urgent.

What is happening to the Replacement Local Development Plan?

The Preferred Strategy for the Replacement Local Development Plan (RLDP) and an amended Delivery Agreement were approved by Council on 10th March 2020. The next step would have been to consult on the Preferred Strategy and supporting documents along with the Candidate sites assessment report. However, given the current circumstances the preparation of the Replacement Local Development Plan has been temporarily suspended. A revised Delivery Agreement will be prepared when the situation becomes clearer.

Can I still submit a building regulations application?

Yes, Torfaen Building Control is still accepting applications. We ask that applications are submitted electronically where possible. This can be done via the Planning Portal at www.buildingcontrol.planningportal.co.uk or by downloading our Building Control Application Form and emailing your application to buildingcontrol@torfaen.gov.uk   

Telephone applications are still being accepted as usual and you can do this between 8.30-13.00 Monday to Friday by calling Leanne Walters on 01633 647300.

We are still accepting applications via mail but we anticipate there will be delays due to staff working from home.

You can pay the application fees here (select the planning and development shop and using your Planning Portal reference number (if applicable) or the site address).

Will Building Control Officers still be making site visits?

Building Control Officers are carrying out limited site inspections where they are essential (for example to attend a dangerous structures or works affecting life safety). 

On-site inspection shall continue to be considered where it is essential and are being risk assessed on an individual basis. Where possible Torfaen Building control are utilising remote methods of checking compliance, for example using digital photographs and, video or other remote means of checking compliance, taking account of the nature of the work and the associated levels of risk.
