Pay Policy

Torfaen Council is required under section 38-43 of the Localism Act 2011 to prepare a ‘Pay Policy’ statement which explains its policies relating to the pay of its workforce, particularly senior staff and chief officers against its lower paid employees.

The policy must be prepared every financial year beginning with 2012/13 and this policy has been approved by full Council. This policy does not apply to the staff of local authority schools. This policy is designed to encourage bringing together the strands of accountability, transparency and fairness in the setting of local pay, which is underpinned by the council’s Core Values of being supportive, fair and effective.

The policy enables councillors to take a greater role in determining pay and ensuring that these decisions are taken by those who are directly accountable to the community. Publishing the policy ensures these communities have access to the information needed to determine whether remuneration, particularly of senior staff is appropriate and commensurate with levels of responsibility and that senior salaries are set against the context of the pay of the wider workforce.
