The Supporting People Programme came into existence in April 2003 and has a major impact in preventing homelessness and enabling vulnerable people to live independently in the community. In November 2010, Professor Sir Mansel Aylward’s Supporting People Report outlined major changes to the Programme. The final Guidance was issued in July 2012 and provides direction on arrangements for the administration, commissioning and payment of Supporting People Services.
The Guidance includes a framework for Strategic Evaluation to enable the Supporting People Team to consider a range of approaches when evaluating contract compliance regarding the quality, effectiveness and cost of Supporting People funded services. The evaluation pack documents are sent to providers prior to a review taking place.
