What is a Personal Search?

A personal search is a search of the Local Land Charges Register. Under the Local Land Charges Act 1975, and in accordance with the Local Land Charges Rules 1977 (as amended), Torfaen is obliged to provide a Local Land Charge service that requires the Council to maintain the Local Land Charges Register and a Statutory Obligation to ensure information is available to the public. Any person may make a personal search of the Local Land Charges Register free of charge.

Separately, and in common with all other Councils, Torfaen also provides an information service so that it can, on request, carry out all “official searches” of the local land charges register for land / property within Torfaen. The person making the search where required by the Local Authority shall provide their name and address and also be prepared to identify the parcel of land against which they wish to search.

A personal search may be cheaper than an official search but you should take accuracy and completeness into account when deciding whether to consider a “personal” search or an “official” search. As this search is considered such an important document in the property conveyance process, the Local Land Charges Institute strongly recommends that a full official Local Authority search is always purchased.

Personal Search Arrangements - Local Land Charges Register

Any member of the public or personal search agent is entitled to inspect the Local Land Charges Register free of charge. The Register is made available on a read only basis, with a search feature, in order for you to find information in the Register by inputting the property address. Training from the Local Land Charges Team will be provided. The Local Land Charges Register is available to view Tuesday, Wednesday and Thursday from 12:00pm – 4:00p.m. There is no formal booking system so on occasion, you may need to wait for the public access terminal to become available. Personal Search Arrangements - Planning Register

The Planning & Public Protection Service of Torfaen County Borough Council maintain a register of planning applications as defined by the Town & Country Planning Act 1990 s.69 and the Town & Country Planning General Development Procedure Order 1995 (as amended) is available to view at Planning & Public Protection(PPP), Ty Blaen Torfaen, New Inn, Torfaen NP4 0LS

There is no formal booking system therefore on occasion you may need to wait for the public access terminal to become available.

The register is available to view from 1.00 - 4.30pm Monday-Thursday and 1.00 - 3.30 pm on a Friday.

Guidance notes for accessing the public access computer and register are available, and are provided to all personal search company agents on the initial visit.

A brief introduction to accessing the software necessary to carry out a personal search will be provided upon request.

The personal search agent will be required to access both electronic and manual records in order to complete the search and the facility is strictly self service.

It is the responsibility of the Search Agent to interrogate the appropriate software as necessary and record the results without the intervention of Planning & Public Protection staff.

Any requests for any type of history search are chargeable, fees available upon request; this information is not provided free of charge.

Personal Search Arrangements - Building Regulations Register

The Planning & Public Protection Service of Torfaen County Borough Council maintain a register of Building Regulations Approvals, Completion Certificates and Competent Person Self Certification Scheme Approvals which is available to view at Planning & Public Protection, Ty Blaen Torfaen, New Inn, Torfaen NP4 0LS.

There is no formal booking system therefore on occasion you may need to wait for the public access terminal to become available.

The register is available to view from 1.00 - 4.30pm Monday-Thursday and 1.00 - 3.30pm on a Friday.

Re: Working Practices etc.

Providing the search is carried out independently by the company/third party no fee is required.
