Litter and Fly- Tipping Action Plan

- Since April 2022, three individuals have been successfully prosecuted for fly- tipping offences, with each receiving fines ranging from £380 - £1,832
- Publicised all successful prosecution cases on the council’s website and social media
- Secured funding for the purchase of 5 Smart Cameras, and plans are being progressed to develop a strategy for their deployment to capture and identify fly tipping perpetrators

- Take formal enforcement action against all perpetrators of fly-tipping where there is sufficient evidence to do so
- Review a new prevention and enforcement approach to reduce the amount of fly-tipping in the County

- Provided £125,000 during 2021-22 to support our key cultural organisations e.g museum, theatre, Llantarnam Grange Arts
- Responded to 898 fly-tipping and litter requests to keep our borough clean and make it an attractive place to be
- Prosecuted 10 cases of fly-tipping during 2021-22

- Work to secure funding for the purchase and ongoing maintenance of new mobile smart camera technology and use to capture and identify fly tipping perpetrators
- Continue to issue Fixed Penalty Notice’s during weekly planned patrols areas throughout the borough to minimise the amount littering
- Invest £1.5m in roads and pavements so that road users can travel safely and the councils asset is managed and maintained appropriately
- Work with partners e.g landowners and Gwent Police to deter off road biking in our countryside

- Facilitated anti-discrimination workshops in primary schools to celebrate the achievements of ethnic minority groups, exploring similarities and differences and other themes such as equality, identity, stereotypes, bias and prejudice

- Develop preventative interventions which tackle hate crime, hate speech and intolerance in our communities to create safer, more cohesive communities
- Work with the Police and the other councils in the region to survey young people on the reasons for the potential under-reporting of racial harassment and abuse

- Held 24 hub meetings and have case managed 55 individual complex cases between April 21 – April 22
- Identified 16 hotspot areas of Anti Social Behaviour, and deployed resources for detection, intervention and engagement. This includes the use of CCTV, officers and projects

- Improve partnership working by holding face-to-face meetings and shared partnership working areas in the community safety hub office
- Continue to identify, and problem solve hotspots and increase the capacity for re-deployable CCTV (subject to funding)
- Work with partners to introduce and manage Public Space Protection Orders and CCTV to target anti-social behaviour in hotspot areas and manage the expectation of citizens
- Focus on tackling and preventing serious violence in line with the new duty on local authorities. This will be done through MAPI, Strike and 115 meetings for adults, as well as through prevention with mentoring, St Giles trust and scanning for other available intervention providers

- Welcomed over 36,000 visitors to Greenmeadow Community Farm as Covid restrictions started to ease
- Worked with the private sector to prepare over £30 million worth of projects that will improve our town centres that we can send to funders in the next year

- Complete our Place Plans for Blaenavon, Cwmbran and Pontypool by December, and use them to secure £30million of regeneration investment which will create new reason to visit and stay in our town centres
- Increase the number of boats using the Monmouthshire & Brecon canal between Bridge 46 and Five Locks, as the first phase of the Monmouthshire and Brecon Canal Action Plan
- Prepare the Planning Application for the first phase new watercourse of regeneration works on the British, Talywain – the first phase of our regeneration works
- Identify partners to work with us on the heritage trails, green energy, agriculture and tourism opportunities in the wider masterplan for the British
- Start to promote our visitor attractions in Torfaen as a single destination to visit, working with our partners to increase the number of visitors into the Borough
- Invest at least £1.7million to transform the range and quality of activities for visitors to the Greenmeadow Community Farm
- Complete the COVID Recovery Fund Town Centre Enhancements programme, by introducing new greenery, repainting and cleaning street furniture, improving seating and installing “shop jackets”
- Work with the owners of the Market Tavern in Blaenavon to bring forward its refurbishment and improve visitors’ and residents’ perceptions of this area of town
