Replacement Local Development Plan Pre Deposit Documents
Sustainability Appraisal (SA)
There is a statutory requirement for emerging Local Development Plans (LDPs) to be subject to Sustainability Appraisal. The role of the Sustainability Appraisal is to assess the extent to which the emerging policies will help achieve the wider environmental, economic and social objectives of the LDP.
Strategic Environmental Assessment (SEA)
There is also a requirement to assess the likely significant environmental effects of implementing relevant plans and programmes and to examine the likely significant effects of reasonable alternatives to the plan. This process is called Strategic Environmental Assessment.
Draft Sustainability Appraisal Scoping Report
The Draft Sustainability Appraisal Scoping Report for the replacement Torfaen Local Development Plan outlines the proposed approach to the LDPs Sustainability Appraisal (SA) incorporating Strategic Environmental Assessment (SEA).
The report is the first stage of the SA process and sets out objectives/criteria against which the replacement LDP policies and proposals will be assessed. This has involved a review of relevant plans, programmes, strategies and policies, together with a review of the environmental, social and economic baseline of the area and the identification of key sustainability issues for the LDP to address.
The Authority is required to consult the SEA consultation bodies (i.e. Natural Resources Wales and CADW) on the scope of the Draft Sustainability Appraisal Scoping Report for a period of 5 weeks from 05 April 2019.
Habitat Regulation Assessment (HRA)
There is a requirement to undertake a Habitat Regulations Assessment the purpose of which is to assess whether the Plan’s proposals would have any significant adverse effect on designated sites which includes Special Areas of Conservation (SACs), Special Protection Areas (SPAs), RAMSAR sites and proposed SACs (pSACs).
Initial HRA Screening Report
This initial HRA Screening Report is the first stage of the Habitat Regulation Assessment (HRA) being carried out for the replacement Torfaen LDP. The Authority is consulting Natural Resources Wales for a period of 5 weeks from 14th February 2019.
