Renewal Areas
A renewal area is an area of housing that has been declared by the Council through a Council resolution and comprises mostly of private properties which are in poor condition. This follows a comprehensive neighbourhood renewal assessment study, looking at housing conditions and economic and social factors.

They provide local authorities with real scope to improve the housing and general amenities of an area in which social and environmental problems are combined with poor housing

They encourage the development of effective partnerships between local authorities, residents and private sector interests. They secure maximum impact by increasing confidence in an area and help to reverse the process of decline
'There are currently three renewal areas in Torfaen, one in Blaenavon, one in Abersychan, and one in Pontypool.
The service is for the benefit of those living in the renewal areas.

Group Grants
Group Grants are a form of financial aid which is available within the three Housing Renewal Areas of Torfaen. These areas are Blaenavon, Abersychan and Pontypool.
Group Grants are available for repairs to the external fabric of privately owned houses. Works can include the repair or replacement of roof coverings, chimneys, windows, doors and pointing or rendering of external walls.
There is a ten year rolling programme within the three renewal areas. During this period owners of properties included within such areas will be asked if they wish to partake in the scheme and the scope and cost of the work will be agreed.
Group Grants are only available to those who the Council have invited to participate and not to everyone living in the area.
The work is 75% grant aided, with the remaining 25% being financed by the owner of the property.
Group Grants are available to house owners in the three Housing Renewal Areas of Torfaen, however you must be invited by the Council to participate in the scheme, you cannot apply to be part of the scheme.
If you are interested in receiving a Group Grant and live in one of the three Housing Renewal Areas, you must wait for Torfaen County Borough Council to contact you asking if you wish to participate in the scheme. Invitations are made on a street by street basis.
