HSCWB Strategic Board
Welcome to the Health Social Care and Wellbeing Strategic Board section of the website.
The purpose of the HSCWB Strategic Board is to improve health, social care and wellbeing and reduce health inequalities in Torfaen, by implementing the statutory requirement for health improvement through the Health Social Care and Wellbeing (HSCWB) Strategy, and in particular;

Ensuring that Torfaen County Borough Council and the Aneurin Bevan Health Board deliver optimum health, social care and wellbeing services for Torfaen;

Directly commissioning activity that improves emotional and physical health and wellbeing for the people of Torfaen;

Influencing the development and implementation of Healthy Public Policy which specifically acknowledges the shared responsibilities across the statutory and independent sector agencies for improved emotional and physical health and wellbeing for the people of Torfaen

Building and maintaining long-term partnerships which promote the health and wellbeing of all Torfaen citizens.
Membership of the Board is at executive level to ensure that decisions are made and resources are allocated appropriately. The members can also smooth obstacles within their own organisation or as a collective body in order to progress the agreed priorities, or feed back to the Board where this is non-negotiable.
The Board is chaired by the Council Executive Member for Health Social Care and Wellbeing supported by the Assistant Chief Executive for Communities, the Locality Director for Social Care, Housing & Health, the Head of Public Services Support Unit and the Policy Lead Officer for Health & Wellbeing. There is a supporting structure of Joint Strategic Implementation Groups -each dealing with a specific client group for health and social care planning and commissioning.

Each of these has service user and third sector representation. Third sector reps are nominated and elected through TVA and service users through the Have Your Say Forum.
The exception is the Wellbeing Joint Strategic Implementation Group which comprises Officers across the partnership with service users feeding in through a variety of community and speciality groups.
There are three sub groups; one for tackling poverty; one for adult education, skills and training; one for substance misuse. Service users and third sector reps are nominated and elected through the same bodies as above to participate in these groups and so feed into the Wellbeing agenda which tackles lifestyle issues and health improvement.
