Children with Disabilities

Torfaen has a dedicated team which works closely with children and young people who have a severe learning, physical, visual or hearing disability that may cause significant difficulties in daily living. The team also works with children who have serious, life-threatening illnesses.

If you have a child with a permanent and substantial disability you have a right to ask for an assessment of their needs.

We need to prioritise our services to ensure that those children and young people with the greatest need are given the highest priority. Our criteria apply to children in need and children who have a moderate to severe disability or impairment in one, or more, of the following:

  • Their physical health
  • Mobility difficulties
  • An inability to use their hands or specialist adaptive equipment
  • Sensory impairment – where significant
  • Speech and communication – where significant
  • Learning disability – where moderate and substantial
  • Feeding
  • Self care skills e.g. washing, toileting

Unfortunately, we are unlikely to be able to offer services to children who have no physical or sensory disability or impairment, but who have Attention Deficit Disorder (ADD) or Attention Deficit Hyperactive Disorder, behavioural problems or a mild learning disability.

Sometimes, carefully co-ordinated and intensive help is needed from a range of agencies, so we may need to consult with health, education services and voluntary agencies to support you and your child.

Our Keyworker Scheme exists to improve services for disabled children with complex needs and their families by supporting them when a diagnosis is made and providing on-going advice thereafter. The scheme focuses on improving inter-agency working and communication between families and professionals. The result is better co-ordinated services for the disabled child.
