Deposit LDP Documentation
Copies of the Deposit LDP Written Statement| and accompanying Deposit LDP Northern Proposals Map| covering the north of the County Borough and Deposit LDP Southern Proposals Map|, covering the south of the County Borough, are available to download here.
Further a Deposit LDP Constraints Map|, detailing potential constraints to development within the County Borough, is also available to download. The Constraints Map does not form part of the policies and proposals contained within the Deposit LDP but can be used alongside this document in order to identify if there are any potential constraints to the development of a particular area (for example a parcel of land falling within a Flood Zone).
Further the Sustainability Appraisal Report, initial Consultation Report, background documents & appendices which provide supporting information to the Deposit LDP and a bilingual Summary Leaflet (in both English and Welsh) summarising the content of the Deposit LDP are available to download in the Publications| section of the Planning Policy webpages.
A copy of a CD containing the Deposit LDP, supporting maps, bilingual Summary Leaflet, Comment Forms, the Sustainability Appraisal Report Non Technical Summary and the Habitats Regulations Assessment Report is available to purchase by contacting the Forward Planning Team|. CDs can be purchased for £2.00 per copy from County Hall (plus £1.50 postage and packaging if the CD is to be posted).
Deposit LDP - What Happens Next?
After the Deposit LDP is subject to public consultation, the Council will consider all of the representation received and make responses to the representations. The Deposit LDP will then be subject to Examination in Public by an Independent Planning Inspector (appointed by the Welsh Assembly Government) who will consider the Deposit LDP, all representations received and the Council's responses in order to determine if the LDP is 'sound'. If the Deposit LDP is deemed to be 'sound' by the Independent Inspector then it will replace the current Torfaen Local Plan and Gwent Structure Plan as the statutory development plan for Torfaen, guiding the development and use of land in the County Borough up to 2021. Local Development Plan: Introduction
The Planning and Compulsory Purchase Act 2004 set out a new system for land use plans in Wales. This came into force in 2005 through The Town and Country Planning (Local Development Plan) (Wales) Regulations.
The new system entails the production of a Local Development Plan for Torfaen, which will be a more concise and evidence based set of development policies replacing the current Gwent Structure Plan and Torfaen Local Plan.

LDP Delivery Agreement
A Fourth Version of the Delivery Agreement| was agreed by the Welsh Assembly Government on the 6th of December 2010. Further information on the Delivery Agreement can be found by visiting the LDP Stages| page or by contacting the Forward Planning Team|.
LDP Stages
Preparation of the LDP is currently progressing through several stages as outlined on the LDP stages| page. This page also details the work that has already been completed which includes the LDP Preferred Strategy.
Sustainability Appraisal and Strategic Environmental Assessment
As the aim of the Plan is to ensure that development in the County Borough is sustainable, the LDP has been subject to the processes of Sustainability Appraisal and Strategic Environmental Assessment (SA and SEA). For information on SA and SEA, please view our SA and SEA| webpage.
Habitat Regulations Assessment

LDP Background Studies
The Council has produced a number of background studies which provide information to support decision-making in the Local Development Plan process. For more information on these studies, please visit our Background Studies| page.
LDP 'Tests of Soundness'
LDPs will be assessed at examination against ten ‘tests of soundness’ to ensure that the Plan has been produced in a fair, coherent and sustainable manner. The tests of soundness can be viewed on our Tests of Soundness| webpage.
Candidate Sites
The final Candidate Sites Assessment Report| has been made available for public inspection. Further information on this Report is available in the Call for Candidate Sites| area of the website.
