Local Development Plan
The Planning and Compulsory Purchase Act 2004 set out a new system for land use plans in Wales. This came into force in 2005 through The Town and Country Planning (Local Development Plan) (Wales) Regulations. The new system entails the production of a Local Development Plan (LDP) for Torfaen, which will be a more concise set of development policies replacing the current Gwent Structure Plan and Torfaen Local Plan.
Current Stage Of The LDP Process

The Council held a consultation period on the LDP Preferred Strategy, the associated Draft Supplementary Planning Guidance (SPG) Programme, Initial Sustainability Appraisal Report and Draft Candidate Sites Assessment Methodology which guide the use of land in the County Borough until 2021. The consultation period for these documents closed on the 10th of March 2008

Comments on the LDP Preferred Strategy were considered and reported to Council on the 29th of July 2008

After consideration of the comments received the LDP Preferred Strategy was approved by Council on the 29th of July 2008

Work is now ongoing to progress towards the Deposit stage of the plan

LDP Stages
Preparation of the LDP is currently progressing through several stages as outlined on the LDP stages| page. This page also details the work that has already been completed which includes the LDP Preferred Strategy.
Sustainability Appraisal and Strategic Environmental Assessment
As the aim of the Plan is to ensure that development in the County Borough is sustainable, the LDP will be subject to the processes of Sustainability Appraisal and Strategic Environmental Assessment (SA and SEA). Habitat Regulations Assessment

LDP Background Studies
The Council is undertaking a number of background studies which will provide information to support decision-making in the Local Development Plan process. For more information on these studies, please visit our Background Studies| page.
LDP 'Tests of Soundness'
LDPs will be assessed at examination against ten ‘tests of soundness’ to ensure that the Plan has been produced in a fair, coherent and sustainable manner. These can be viewed on our Tests of Soundness| webpage.
Candidate Sites
The deadline for the submission of potential ‘candidate sites’ has officially passed. Further information on this and the Draft Candidate Sites Assessment Methodology is available in the Call for Candidate Sites| area of the website. LDP Newsletter
The second Local Development Plan newsletter| has been sent to all individuals and organisations who have registered with us. The third LDP newsletter is due to be published towards the end of 2008 and will again be sent out to all registered parties.
