Llanfrechfa Grange Development Framework
The Llanfrechfa Grange Development Framework Consultation Draft| has been produced by Torfaen County Borough Council following the selection of Llanfrechfa Grange by Gwent NHS Trust as their preferred location for a new Specialist and Critical Care Centre (SCCC).
The Draft Development Framework outlines briefly the analysis that has been undertaken of the site; the principles that are proposed to guide the site's development; and the proposals that have emerged there from.
The preferred location of the SCCC will involve extending north beyond the urban boundary and will represent a departure from the existing development plan. Due to the nature of the proposals including the national significance of the development and lack of suitable alternative sites it is considered that there are material planning considerations for potentially justifying departing from the development plan in this case.
Whilst the final decision on the proposals will be through the planning application process the Development Framework is intended to establish the broad form and structure of how a new Specialist Critical Care Centre (SCCC) and major housing proposals are to be delivered at Llanfrechfa Grange and how these proposals can be made accessible and integrated successfully with the existing community.
It is not the intention of the Framework to set rigid standards but to to provide clear guidance on design principles that will inform and guide the developments at the Llanfrechfa Grange site whilst ensuring that these respect fully the existing community, environment and landscape.
The Development Framework has been produced by Torfaen County Borough Council in association with Gwent NHS Trust and their consultants BDP. This Development Framework was authorised for a six week public consultation period at the Torfaen County Borough Council Full Council meeting on 26th June 2008.
Following this consultation period a report of all responses together with the final Development Framework incorporating any amendments will be presented for formal approval by Full Council.
The Development Framework will be available for public consultation for 42 days from Wednesday 2nd July to Wednesday 13th August 2008. In addition as part of the consultation process a public meeting is planned to take place in the Lecture Theatre, County Hall at 7pm on Tuesday 15th July 2008.
