Planning Policy

The Forward Planning team| is primarily responsible for the preparation, monitoring and review of the County Borough’s land use policies. The bulk of these are set out in a development plan, which is a fifteen-year framework for the development and use of land in Torfaen.

The current development plan| consists of two documents: the adopted Gwent Structure Plan and the Adopted Local Plan for the County Borough of Torfaen. These plans cover the fifteen-year period from 1991 to 2006, although they will remain in force until the new Local Development Plan (see below) is adopted by the Council.

 

The Forward Planning team is currently working on the production of a new development plan, the Local Development Plan| (LDP). This is in response to regulations published by the National Assembly for Wales in 2005, which set out a new system for land use plans in Wales. Once the LDP is complete (anticipated by the end of 2010) it will replace both the Structure and Local Plans.

 

The Team is also working on the Cwmbran Town Centre Plan| in advance of the Deposit LDP.

 

Before this, the authority had been working on the production of a Unitary Development Plan| (UDP), but work on this has now ceased in line with the new regulations.

These plans have been submitted by Spring (UR) and will form the basis of their public exhibition to be held at Talywain OAP Hall on 28th and 29th February 2008. These plans may form the basis for a planning application at a later date. Please click on the links below to view the proposals:

Other duties of the Forward Planning team| include:

  • providing policy advice to the Development Control team and other Council teams/departments
  • engaging and advising the public on planning policy issues
  • contributing to regional planning policy in areas such as waste management, minerals, housing, and strategic planning objectives
  • contributing to national planning policy by responding to Welsh Assembly Government consultations
  • responding to consultations on neighbouring planning authorities’ LDPs
  • preparing supplementary planning guidance (SPG) to accompany the development plan
  • preparing site development briefs
  • collaborating with other Council teams/departments in the production of corporate studies and documents e.g. the Local Housing Assessment Guide, the Empty Properties Strategy and the Homelessness Strategy
