Draft Plan for Cwmbran Town Centre
The main purpose of the ‘Draft Plan for Cwmbran Town Centre’ is to provide guidance on the various developments that will take place in the Town Centre until 2021. The Draft Plan sets out a strategic framework for the future development of Cwmbran Town Centre in advance of the Deposit Torfaen Local Development Plan (expected early 2009), in recognition of the pressures to develop the Town Centre and its environs.
The Draft Plan will be the key document in securing the future development of the Town Centre and surrounding areas. The Draft Plan identifies several development zones and the land uses to be developed in the zones and includes:

Zone 1 – Retail Town Centre – expansion of retail leisure uses

Zone 2 – Eastern Strip (south) – commercial/employment led mixed use development

Zone 2 – Eastern Strip (north) – business/office development

Zone 4 – Canalside – mixed use development based on the:

Provision of a canal basin;

Restaurants/cafes and associated retail and office uses;

Residential development;
-
Civic/public space;
-
Provision for cultural uses
The Draft Plan also contains design guidance and information on how the Draft Plan will consider retail, leisure, housing, transport, employment and the environmental issues. The Draft Plan sets out the context for the planned expansion of Cwmbran Town Centre and surrounding areas and is part of the Local Development Plan currently being prepared by Torfaen County Borough Council. A Strategic Environmental Assessment (SEA) was undertaken on the Draft Plan.
What Next?
The public consultation on the Draft Plan closed on 16 January 2008.
Once all the responses have been collated and reviewed the Draft Plan will be amended where considered necessary and formally adopted by the Council. The adopted Cwmbran Town Centre Plan will then become the basis for determining planning applications within the plan area and will provide a framework for the planned expansion / redevelopment of the Town Centre. It is intended that the adopted Plan will feed into the Deposit Torfaen Local Development Plan.
