Roulette WheelThe Gambling Act was passed by Parliament in April 2005 and introduced wholesale changes in how gambling is licensed in Great Britain. It established a new Gambling Commission to regulate the types of gambling facilities that are offered and the people and organisations who offer them.
It also bought new powers to licensing authorities who are already responsible for implementing the Licensing Act 2003.
Torfaen is responsible for monitoring and enforcing the Licences and Permits it issues – all under the following three new Licensing Objectives:-

Preventing gambling from being a source of crime or disorder, being associated with crime or disorder or being used to support crime;

Ensuring that gambling is conducted in a fair and open way; and
-
Protecting children and other vulnerable persons from being harmed or exploited by gambling.
All new licences came into effect on 1 September 2007.
Consultation on three yearly review of the Statement of Principles for the Gambling Act 2005
The Torfaen County Borough Council Statement of Principles for the Gambling Act 2005 is due for review and will be considered by the Council on the 3rd November 2009. The policy has been amended to reflect changes in guidance issued by the Gambling Commission and primary legislation. The Council will also reconsider the resolution not to have casinos in the County Borough and it will be the recommendation that this resolution is renewed for the coming three year period.
You are invited to make representations on the proposed policy. The closing date for receipt of representations is the 30th of September 2009.

Notice of Approval of the Statement of Principles under the Gambling Act 2005
We hereby give notice that at a meeting of the Full Council held on the 24th October 2006 the Statement of Principles required by the Gambling Act 2005 was approved and will be published on the 1st December 2006.
Additionally the Council resolved not to permit Casinos to be licensed within the County Borough of Torfaen
