Functions of the Overview & Scrutiny Committees

Review and Develop Council Policies

 

Scrutiny Committees have a role to assist the Executive in the development, monitoring and review of policy. They will be invited to consider and comment upon the development of new policy and subsequently monitoring the implementation of policy to ensure the original aims and objectives are being met.

 

Hold the Executive to Account

 

Scrutiny Committees have the power to review, scrutinise and challenge decisions made, but not yet implemented, in connection with the discharge of functions by the Executive Member through the Operation of the "Call-in".

 

Revenue Budget and Capital Programme Consultation

 

Scrutiny Committees are a key element of the consultation process for the proposed revenue budget and the capital programme. Members have the opportunity to consider and comment on the detailed proposals within the revenue and capital programmes for individual service areas, both for budget setting and for monitoring/ scrutinising the financial position of the Council. Scrutiny may propose amendments to the programmes, these are forwarded to the Executive for the final decision and approval.

 

Monitor service delivery of the Council’s Departments

 

Scrutiny Committees have the responsibility for monitoring the effective implementation of the Wales Programme for Improvement. This includes an annual risk assessment, and monitoring the risk action plans and the publication of an annual Improvement Plan. Consideration is given by the Scrutiny Committees of the identification of risks, and reviews of action plan progress reports may also be reported to Scrutiny Committees in order that progress can be monitored.

 

Advise and make recommendations to the Executive

 

Scrutiny Committees have a key role in shaping and reviewing Council policy and making recommendations to the Executive.

 

Scrutiny of Outside Agencies and Partners

 

Partners and outside agencies may also be invited to attend Scrutiny Committee meetings to enable the Committee to seek their views and observations on issues affecting the delivery of services.
