The Council is responsible for agreeing the constitution, policy framework and budget of the Authority, within which all other parts of the Authority must work. It appoints and delegates powers to committees and appoints Chief Officers including the Chief Executive, Chief Finance Officer and Monitoring Officer. It also appoints the Leader, Deputy Leader and Executive Members and exercises various other specific powers.
