Partnership Structure

The Welsh Assembly Government expects local authorities to take the lead in driving forward partnership working that puts in place effective integrated services for children and young people.

 

The new structure for the Partnership has evolved in line with the need to develop the Single Children and Young People's  Plan 2008-11. The structure is underpinned by the seven core aims identified by the Welsh Assembly Government and adopted from the UN Convention on the Rights of the Child. These core aim groups make up the Joint Planning Structure and will provide professional advice to the Children and Young People's Partnership Strategic Board.

 

Core Aims and Torfaen Joint Planning Groups

  • Core Aim 1: The Early Year 

    • Lead group - EYDCP (Early Years Development Childcare Partnership) 
  • Core Aim 2: Education & Learning Opportunities

    • Lead groups  - 14-19 Network and Community Focused Schools
  • Core Aim 3: Health, Freedom from Abuse and Exploitation

    • Lead groups -  Child and Adolescent Mental Health Services (CAMHS) & Children with Disabilities

  • Core Aim 4: Play Sport, Leisure and Culture

    • Lead Group - Play (name to be agreed)

  • Core Aim 5: Participation in Decision Making

    • Lead Group -  Involving Young People (IYP)

  • Core Aim 6: A Safe Home and Community

    • Lead Group  - Local Safeguarding Children Board (LSCB)

  • Core Aim 7: Not Disadvantaged by Poverty

    • Lead Group - Anti Poverty

The Torfaen Children and Young People's Partnership has responsibility for agreeing and developing the Single Children and Young People's Plan 2008-11. This will be the key strategic plan for how the lives of all children and young people aged 0-25 living in Torfaen can be improved.

 

Each core aim groups has been invited to contribute to the priority setting process and will be involved in agreeing the outcome measures associated with each core aim. The Joint Planning Groups will increasingly take a proactive role in monitoring and evaluating the progress of the plan particularly the local priorities set by the Partnership Board. 

 

'Feedback on the effective working of these new arrangements is  important and excellent communication with and between each core group is essential. These arrangements are central to the process of developing the Single Children's Plan  and will be reviewed after 12 months in Autumn 2008.'

Officers Support Group

 

The multi agency Officers Support Group will continue to operate as under the previous structure.
