Primary Care Resource Centre - Community Update

May 2011

The new Minister has been appointed and it is hoped a decision will be reached by September.

 

March 2011

The finalised and signed business case was submitted to the Welsh Assembly Government on 31 March and awaits approval by the Minister after the Welsh Assembly Government elections.

 

January 2011

The business case was submitted to the Welsh Health Estates Forum before Christmas and a response is anticipated soon to enable the bid to forwarded to the Minister for approval.  If all approvals are received, the new Primary Care Resource Centre could be open by October 2012.

 

October 2010

The new health centre is still subject of debate and no further information is available at this time.  Progress updates are continually being sought and will be added to this website when there is further news.

 

July 2010

The WAG bid is likely to be submitted again in August for the September Forum.

 

31 December 2009

The WAG bid was considered by the December forum. Queries were raised which are in the process of being answered and a final response is anticipated in 2010.

 

31 October 2009

The WAG bid will now be submitted for the December forum.

 

31 July 2009

The WAG bid will be submitted in September for the October forum.

On 21st July, Cabinet agreed to certain capital measures that will enable this scheme to progress:

  • Financial contribution to an agreed amount to divert a culvert on its land;
  • Financial contribution to an agreed amount to divert a fire hydrant on its land;
  • Selling the land for less than market value;
  • Undertaking all highway works associated with the development;
  • Waiving the contribution toward surveys undertaken to date.

31 May 2009

The business case will now be submitted in July for the August forum. The delay has been due to the developer needing to negotiate settlements and obtain clarity on abnormal costs, the land value, and rent.

 

28 February 2009

The Business Case for funding has been delayed and will be submitted by the LHB to the Welsh Assembly Government in April for the May panel meeting date. Construction of the centre is still anticipated to start in the Summer 2009.

 

31 January 2009

A meeting was held with the doctors on 23rd January to further discuss the designs for the PCRC.

 

The Business Case for funding will now be submitted by the LHB to the Welsh Assembly Government in March in order to meet the April panel meeting date.

 

Construction of the centre is therefore anticipated to be in June/July 2009.

 

30 November 2008

The schedule of accommodation has been altered due to further guidance received from the Welsh Assembly Government about doctors accommodation.

 

The design drawings will be changed to reflect this alteration and agreed at a future meting with the doctors, LHB and Gwent Healthcare Trust.

 

The detailed planning application will be submitted once this agreement has been reached and this is anticipated to be in January 2009.

 

The topographical studies have been completed for the PCRC site. The ground investigation revealed that the ground is good with no mining or archaeological interests.

 

A culverted watercourse was identified during the desk survey stage and will need to be diverted before construction work can commence. The culvert is 30 inches wide and 2m below the surface and it will be diverted to run along the line of Ton Mawr Road.

 

Construction of the PCRC is still planned to start in May 2009.

 

The Business Case for funding will be submitted by the LHB to the Welsh Assembly Government in January 2009.

 

30 September 2008

The AEDET was well attended on the 4th September and a few small changes were made to the floor plans in response to comments made on the day. 

 

A further meeting was held with the Doctors on 30th September and it is still intended that planning permission will be sought in November. 

 

Ground investigation works and topographical studies will be taking place during October in readiness for the commencement of construction in May 2009.

 

31 August 2008

A further meeting was held with the Doctors on 19th August when the latest version of the drawings was presented. These were well received. The AEDET is still taking place on 4th September and it is still anticipated that planning permission will be sought in October/November.

 

31 July 2008

A meeting was held at the Doctor’s surgery on 9th July to consider the latest version of the block plans.

 

A workshop of key workers such as district nurses, health visitors, occupational therapists, social workers, customer care, registrars, dentists and other Local Health Board and Trust professionals was held on 30th July where general agreement to the concept of the drawings was obtained.

 

Further suggestions for improvement or to meet requirements were made and the drawings will be updated in readiness for an AEDET presentation on 4th September.

 

It is anticipated that planning permission will be sought in October/November and public consultation will be undertaken at that time. A copy of the drawings will also be posted to this website.

 

30 June 2008

A meeting was held at the Doctor’s surgery on 3rd June when the next version of the block plans was presented by the Architects on how the Primary Care and Community Services building may look.

 

These block drawings will now form the basis of a workshop with key workers such as a district nurse, a health visitor, an occupational therapist, a social worker, a Council customer care representative, etc to see how well the configuration of the rooms will work, whether any further space can be saved or what other innovative ways of joint working can be introduced.

 

The workshop is due to be held on 30th July.

 

31 May 2008

A meeting was held at the Doctor’s surgery on 8th May where initial and very rough block plans were presented by the Architects on how the Primary Care and Community Services building may look.

 

This generated some discussion as anticipated and the architects will be presenting a further early draft in June for further discussion and agreement around the concept of their ideas to enable them to plan the centre in detail.

 

30 April 2008

The schedule of accommodation for the new Doctor’s surgery, the medical services and the local authority services was drawn up and is in the process of being agreed by all interested parties.

 

This will then be passed to the architects for them to begin the design process.
